Windows wont let me run apps downloaded from browserr

I only have the windows firewall, which I keep off most of the time. I have AOL anti-virus which runs all the time in the background, unless I close it off. Perhaps, closing that off, and then trying to download may help? Never thought of that, although I do think it's Windows security that's causing the problem.
